This legislation establishes a comprehensive Law Enforcement Mental Health and Wellness Program within the Department of Homeland Security (DHS) to address mental health issues and suicide prevention among DHS law enforcement personnel, including officers from Customs and Border Protection, Immigration and Customs Enforcement, the Coast Guard, Secret Service, Transportation Security Administration, and other DHS components. The program will collect data on mental health and suicides, conduct research, develop best practices, provide training and education on suicide prevention and mental health awareness, and establish peer support networks and partnerships with community organizations and faith-based groups. DHS components must prioritize mental health programs, offer multiple confidential counseling options, implement suicide prevention training annually for all officers and agents, and establish safeguards to prevent employees from facing negative consequences for seeking mental health assistance. The legislation requires the DHS Chief Medical Officer to issue implementing directives within 180 days and provide briefings to Congress through fiscal year 2027, with all participation and data collection being voluntary and protected under privacy laws.
