The STOP China and Russia Act of 2025 imposes comprehensive sanctions on Chinese entities that provide military equipment and dual-use technology to Russia's defense industry in support of the invasion of Ukraine. The bill requires the President to impose asset freezes and visa bans on Chinese individuals and companies that sell items such as computer tools, munitions components, fiber optic cables, and advanced sensors to Russian armed forces. Within 90 days, the President must also determine whether eight major Chinese defense corporations are engaged in weapons sales to Russia and sanction them if confirmed. Additionally, the Secretary of State has 30 days to develop a strategy for coordinating with U.S. allies to implement joint diplomatic and economic measures against China-Russia military cooperation, with progress reports required every 90 days. The legislation targets both Chinese support for Russia's military capabilities and Russian assistance to China's potential military operations in the Taiwan Strait.
