The Improve Employer-Directed Skills Act amends federal workforce development law to streamline how employers can directly train workers for open positions. Under current law, job seekers referred by employers for on-the-job training must still go through standard intake interviews and assessments at local workforce centers; this bill exempts those referrals from that requirement if the employer certifies the worker is qualified and needs training. The legislation also allows employers to contract directly with local workforce boards to provide skills training programs, provided they submit a detailed agreement outlining the training provider, program length, expected credentials or skills gained, costs, projected earnings, the employer's financial contribution, and a commitment to hire participants upon completion. The bill replaces references to "customized training" throughout federal workforce law with "employer-directed skills development" to reflect this expanded approach. The legislation essentially gives employers more flexibility to design and deliver training tailored to their specific hiring needs while reducing administrative barriers in the workforce system.
