This bill establishes a new nonprofit foundation under the National Science Foundation's oversight to accelerate the commercialization of biotechnology products in the United States. The foundation will promote public-private partnerships, convene stakeholders to develop recommendations on biotech commercialization, advance collaboration between federal agencies and industry, conduct education and outreach programs, and facilitate market access for American biotech products both domestically and internationally. The bill authorizes $4 million annually in federal funding and requires the foundation to submit a strategic plan within one year outlining how it will become financially self-sustaining within five years, along with annual reports on its activities and financial condition. The foundation is prohibited from regulating biotechnology products and must maintain strict ethical standards, conflict-of-interest policies, and audit procedures to ensure integrity and prevent foreign influence.
