The UNPLUGGED Act requires every state to establish a policy banning students from possessing or using personal cell phones and other mobile devices in public school classrooms during school hours, effective by the first school year after the law passes. The bill cites research linking classroom phone use to reduced academic performance, attention problems, and increased anxiety and depression among students. Schools may store confiscated devices in secure lockers, lock boxes, or signal-blocking pouches, but must allow exceptions for students with documented medical needs, disabilities requiring phone access, English language learners with demonstrated instructional need, and other situations states deem appropriate. The federal government will offer grants to help states purchase and maintain secure storage systems and provide related training. The legislation sets a nationwide minimum standard but allows states to adopt stricter policies if they choose.
