The Children Harmed by AI Technology Act (CHAT Act) requires companies operating AI chatbots designed for companionship or emotional interaction to verify users' ages and implement special protections for minors under 18. All existing accounts must be frozen and verified for age within one year of the law's enactment, while new users must provide verifiable age information at sign-up. If a minor is identified, their account must be linked to a verified parental account requiring parental consent before access is allowed. Companies must also monitor conversations for signs of suicidal ideation and immediately notify parents if detected, block access to any chatbot that engages in sexually explicit communication, and display pop-up reminders every 60 minutes that users are talking to an AI, not a human. The Federal Trade Commission will issue compliance guidance within 180 days, and enforcement is handled by the FTC and state attorneys general as violations of consumer protection law. The law takes effect one year after passage.
