S. 2718 amends federal law to give the Community Development Banking and Financial Institutions Fund new tools to help community development financial institutions (CDFIs)—specialized lenders serving underserved communities—maintain better cash flow. The bill allows the Fund to purchase loans from CDFIs, provide loan guarantees and loss reserves, and otherwise improve liquidity for these lenders. It expands eligibility to include organizations focused on community development (not just CDFIs themselves) and increases the maximum amount of assistance per organization from $5 million to $20 million. The bill also requires the Treasury Department to submit annual reports to Congress through 2028 documenting how the Fund uses these new powers, including details on loans purchased, affordable housing supported, and the overall impact on CDFI competitiveness and liquidity.
