This bill increases the maximum loan guaranty amounts available to veterans using the VA home loan program, with special benefits for "covered veterans" (those who previously used their VA home loan benefits). For loans under $56,250, the bill raises guaranty amounts from the current $36,000 to up to 50 percent of the Freddie Mac conforming loan limit for covered veterans closing loans before April 7, 2031. For larger loans exceeding $144,000, covered veterans can access guaranties up to 50 percent of the conforming loan limit through April 2031, then 25 percent thereafter. The legislation also allows two or more veterans to combine their guaranty entitlements on a single loan and extends the deadline for current loan fee rates from April 2023 to April 2031. These changes take effect 180 days after the bill becomes law and aim to help veterans—particularly those who have already used their benefits—access larger mortgages with government backing.
