The Safe at Home Act requires federal agencies and federal courts to accept and use substitute addresses provided through state address confidentiality programs, which are designed to protect people at risk from harassment, stalking, or domestic violence. Participants in these programs can use a designated mailing address instead of revealing their actual home, school, or work address when dealing with federal agencies or courts, and they cannot be penalized for doing so. Within one year of enactment, all federal agencies must update their regulations to comply with this requirement and must keep physical addresses confidential and protected from public records requests. The bill includes exceptions allowing federal courts to order disclosure of real addresses in criminal cases and allowing federal agencies to obtain addresses when needed to comply with federal law, though recipients must keep such addresses confidential and use them only for their intended purpose.
