The Duplication Scoring Act of 2025 requires the Government Accountability Office (GAO) to analyze bills before Congress votes on them to identify whether they create overlapping or duplicate federal programs, offices, or initiatives. When a bill is reported by a congressional committee, the GAO must determine if it risks creating new duplication with existing federal programs that GAO has previously flagged as duplicative or overlapping, and then report these findings to the Congressional Budget Office and relevant committees. The Congressional Budget Office may include the GAO's duplication analysis as a supplement to its cost estimate for the bill, giving lawmakers additional information about potential redundancies as they consider legislation. The requirement takes effect within 60 days after the Office of Management and Budget's next scheduled update to its federal spending website, or after one year from enactment, whichever comes first. This bill aims to help Congress identify and potentially reduce wasteful program duplication when creating new federal initiatives.
