This bill directs the Department of Housing and Urban Development to create a new grant and loan program that provides funding to develop, build, or maintain affordable housing in neighborhoods that lack sufficient affordable options. To qualify for funding, housing projects must be located near essential services and amenities such as health clinics, grocery stores accepting food assistance, child care providers, pharmacies, or public transportation, with preference given to projects near multiple types of amenities or in buildings that contain these services. The Secretary will survey residents in these housing units every two years for ten years to determine whether proximity to nearby amenities improves their quality of life, and report findings to Congress. The program authorizes $100 million annually from fiscal years 2025 through 2029, and eligible applicants include local governments, tribal entities, nonprofits, housing developers, and public housing agencies.
