This bill directs the U.S. Secretary of Agriculture, through the Forest Service, to transfer ownership of Crystal Reservoir and approximately 45 surrounding acres in Ouray County, Colorado, to the City of Ouray. The transfer includes the reservoir itself, Full Moon Dam and its related infrastructure, Full Moon Ditch, and associated water rights, and must occur at no cost to the city except for survey expenses. In exchange, Ouray must agree to take over all future maintenance, repair, and dam-safety costs, keep the land open to the public permanently for recreation like fishing without charging fees, and refrain from commercial development or expanding the reservoir in ways that would harm nearby wetlands. The federal government retains certain access easements for existing roads and trails, as well as a permanent easement for the Red Mountain Ditch, and can reclaim the land if the city fails to meet these conditions. The Forest Service is required to finalize an official map and legal description of the property soon after the law takes effect, with the land transfer to happen as soon as practicable afterward.
