The Freight RAILCAR Act of 2025 creates a 10 percent federal tax credit to incentivize railroad companies to replace or modernize aging freight railcars. Companies can claim the credit when they purchase newly built replacement railcars (which must replace two older cars that are scrapped) or when they modernize existing railcars to improve capacity by at least 8 percent or meet updated safety standards set by federal regulators. The credit is limited to 1,000 railcars per company per year and applies only to railcars built in qualified facilities, with the credit expiring three years after the bill's enactment.
