The bill exempts these healthcare worker visas from per-country caps that normally limit how many immigrants from any single country can receive visas, allowing visa processing to move faster based on when applications were originally filed. To speed up the process, employers would receive premium visa processing at no additional cost, and the State Department would expedite applications for these healthcare workers. Employers must attest that hiring these foreign workers will not displace or replace American workers currently employed.
