This bill directs the National Oceanic and Atmospheric Administration (NOAA) to develop and use artificial intelligence technology to improve weather forecasting and wildfire prediction and response. Within two years, NOAA must create comprehensive weather training datasets and test a global AI-based weather model, while continuing traditional weather research and observation methods. The legislation also requires NOAA to establish a fire environment modeling program, working with the Departments of Interior, Agriculture, and Homeland Security to use AI to predict wildfires, warn at-risk communities, and forecast fire spread and smoke impacts. The bill emphasizes partnerships with private companies and universities through co-investment arrangements and intellectual property sharing, while requiring NOAA to recruit and develop federal workforce expertise in AI weather applications. All data and code developed under the Act must be made publicly available for free use under open licenses, though the bill includes exceptions for national security, trade secrets, and existing contractual restrictions.
