The Energizing Our Communities Act establishes a Community Economic Development Transmission Fund to provide financial payments to local governments and Native American tribes that host large electric power transmission line projects. The fund is populated by collecting a portion of interest payments from Department of Energy loans used to finance high-capacity transmission infrastructure projects (those capable of transmitting at least 999 megawatts). Host communities that receive payments—made within 18 months of construction beginning—must use at least 20 percent of funds for conservation, recreation, and stewardship purposes, such as habitat restoration or public parks, while the remaining 80 percent can support essential services like schools, hospitals, roads, broadband access, and workforce training programs. The bill requires the Department of Energy to report within 90 days on relevant loan programs and annually on fund deposits, balances, and community payments, ensuring long-term fund solvency and providing smaller communities with a minimum payment level. These payments are in addition to any existing payments-in-lieu-of-taxes communities already receive.
