The bill directs the Department of Labor to create a competitive grant program that awards funds to community colleges and career and technical education centers to develop workforce training programs using immersive technology such as virtual reality, augmented reality, and mixed reality. Grants of up to five years will support the creation of career pathways that teach in-demand skills and prepare workers—including military veterans and people with disabilities—for economic self-sufficiency. The program prioritizes applications from organizations partnering with employers committed to hiring graduates and those addressing workforce needs in rural areas, declining industries, or specific high-demand sectors. The legislation authorizes $50 million annually from 2026 through 2035, with at least one percent but no more than five percent of funds reserved each year for program evaluation and technical assistance.
