The Tyler Clementi Higher Education Anti-Harassment Act requires colleges and universities to develop comprehensive anti-harassment policies and publicly report them to students. These policies must prohibit harassment based on race, color, national origin, sex (including sexual orientation and gender identity), disability, or religion—whether it occurs on campus, in online communications, through social media, or at school-sponsored events—and must include clear procedures for reporting incidents, conducting investigations, and notifying both accusers and the accused of outcomes. The bill also establishes a competitive grant program providing up to $50 million annually from 2026 through 2031 to help institutions create or expand anti-harassment prevention programs, counseling services, and training for students and staff, with grantees required to evaluate their efforts and report results to Congress. The legislation does not replace existing civil rights protections but adds new requirements on top of them.
