A diverse advisory committee of adoption experts, maternal health professionals, social workers, and attorneys will oversee resource development, and the Secretary must report to Congress within three years on implementation outcomes, including how many hospitals adopted the programming and care providers received training. The bill authorizes $5 million in funding for fiscal years 2026 through 2029.
