H.R. 2906
The SERVICE Act restricts federal agencies from reducing their workforce by more than 5 percent in a single fiscal year without first submitting a detailed impact report to Congress and the Comptroller General (the head of the Government Accountability Office). The required report must analyze the financial effects of the cuts—including employee pay, benefits, administrative costs, and any contractor replacements—as well as how the reductions would affect agency performance and public services. Within 180 days of receiving an agency's report, the Comptroller General must independently review whether the analysis is complete and credible, then publish its findings publicly. This bill essentially creates a mandatory waiting period and oversight mechanism to ensure that major federal workforce reductions are carefully evaluated before implementation, giving Congress and government watchdogs time to assess the potential consequences for government operations and service delivery.
