S. 2953
The Dismantling Double Dippers Act of 2025 would prohibit federal employees from simultaneously holding multiple government positions, entering into contracts with federal agencies, or receiving compensation from federal contracts while employed by the government. The bill applies to all civil service workers across federal agencies and establishes penalties for violations, including mandatory repayment of all improperly received compensation plus interest and potential criminal prosecution. To enforce compliance, the Inspector General of the Office of Personnel Management would conduct annual audits of payroll and personnel records across all agencies, cross-referencing data from the IRS and other sources to identify violations, with particular focus on telework and contractor positions where dual employment might be concealed. Agencies must also report suspected violations to their inspectors general and refer substantiated cases to the Department of Justice. The bill includes no specific funding allocation but mandates these auditing and reporting requirements begin immediately upon enactment.
