H.R. 2967 establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as a unit of the National Park System. The site will preserve and interpret the West Hunter Street Baptist Church, where Reverend Dr. Abernathy served as pastor and emerged as a major leader in the civil rights movement. The Secretary of the Interior can acquire land through donation, purchase from willing sellers, or exchange, though state-owned land may only be acquired through donation. The bill requires the Secretary to complete a management plan within three years of receiving initial funding and allows for cooperative agreements with Georgia and other entities to support interpretive programs, educational services, and facility operations. The historic site will not be officially established until sufficient land has been acquired to create a manageable park unit.
