The Protection from Cumulative Emissions and Underenforcement of Environmental Law Act of 2025 directs the Environmental Protection Agency to address environmental justice by creating a comprehensive protocol for assessing how multiple environmental stressors—including climate impacts, air and water pollution, and chemical exposure—affect public health in vulnerable communities. The EPA must develop and finalize this protocol within one year, with implementation required within three years, while also identifying at least 100 environmental justice communities that have experienced above-average environmental law violations over the past five years. For each identified community, the EPA must analyze why violations are elevated, determine root causes through resident engagement, and implement corrective measures within two years to bring violations significantly below the national average. The bill defines environmental justice communities as areas with significant populations of communities of color, low-income residents, or tribal and indigenous peoples that face disproportionate health or environmental risks.
