Referred to the Committee on Energy and Commerce, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Access to Breast Cancer Diagnosis Act of 2025 requires health insurance plans to fully cover diagnostic and supplemental breast examinations without charging patients any out-of-pocket costs such as copayments, deductibles, or coinsurance. The bill applies to both group health plans and individual insurance policies. Diagnostic breast exams are those used to evaluate abnormalities detected through screening or other means, while supplemental exams are additional screenings for patients with risk factors. The legislation takes effect on January 1, 2026, and allows insurers to still require prior authorization and other standard utilization controls. The bill also clarifies that high-deductible health plans paired with health savings accounts can offer these breast exams without a deductible and still maintain their preferred tax status.
