This bill would reduce the salaries of members of Congress when a government shutdown occurs. Specifically, for each day a shutdown is in effect during a pay period, Congress members would lose one day's worth of pay from their annual salary. The bill applies to all senators and representatives. Before the November 2026 election, any withheld pay during shutdowns would be held in escrow accounts and returned to members after the election to comply with constitutional limits on changing congressional pay. Starting after the November 2026 election, however, the pay reductions would become permanent—meaning members would permanently lose salary for any shutdown days occurring after that date. The legislation directs the Treasury Department to assist with implementing these payroll changes.
