The FAIR Fleets Act requires the U.S. Postal Service to assess and improve how it distributes its vehicles across the country, with special attention to underserved areas. The bill defines underserved areas to include rural communities, regions where most postal vehicles are outdated, counties with mail delivery delays, low-income urban neighborhoods, and tribal lands. The Postal Service must develop a strategic plan to increase vehicle availability in these areas and modernize its fleet with fuel-efficient and environmentally friendly vehicles. Additionally, the Postal Service must submit annual reports to Congress detailing its fleet distribution by state and region, steps taken to improve service in underserved areas, and recommendations for further improvements. The requirements take effect 180 days after the bill becomes law.
