The Personnel Oversight and Shift Tracking Act of 2025 requires the Federal Protective Service to strengthen how it monitors and manages contract security personnel who protect federal buildings managed by the General Services Administration. Within one year, the agency must establish better systems for collecting and analyzing data from covert security tests, conduct quarterly reviews to identify problems and trends, require security contractors to provide corrective training when personnel fail tests, and update security training based on findings. Additionally, within 180 days the agency must evaluate its personnel tracking system and decide whether to replace it with a more modern platform or fix the existing system, then develop a timeline and plan for implementation. The Director must report annually to Congress on progress, challenges, and any recommendations for additional action. The bill does not change the contractor status of security personnel—they remain private employees rather than federal workers.
