The SERVE Act aims to boost military recruitment by giving the Department of Defense expanded access to high school and college students. The bill requires schools to provide military recruiters with "meaningful access" at least four times per school year during peak hours, lunch periods, and school events, and mandates that schools share student directory information (names, grades, and gender) with recruiters. The legislation also expands the Junior ROTC (JROTC) program by allowing students to participate in ROTC units at other schools in their district and establishes a two-year pilot program recognizing high schools with above-average military enlistment rates as "HERO schools." Additionally, the bill creates priority admission consideration for military service academy applicants from schools with above-average enlistment rates and designates an annual National Week of Military Recruitment. The Department of Defense must report to Congress within 180 days on implementation and annually thereafter on recruitment outcomes and academy enrollment impacts.
