The Upholding a Secure Postal System Act requires the federal government's top auditor (the Comptroller General) to investigate and report on mail theft and stolen Postal Service property across the country. Starting within one year of the bill's passage and continuing annually for five years, these reports must go to Congress and describe what the Postal Service is already doing to prevent theft as well as recommend new ways Congress and the Postal Service can better combat the problem. This bill essentially creates a accountability mechanism to track and address mail theft as a national problem, affecting anyone who relies on mail delivery and the Postal Service itself.
