Referred to the Committee on Agriculture, and in addition to the Committees on Energy and Commerce, and Appropriations, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The ReConnecting Rural America Act of 2025 establishes a federal broadband program to bring high-speed internet to underserved rural communities by providing grants, loans, and combined grant-loan packages to eligible organizations. Projects must deliver at least 100 megabits per second in both download and upload speeds to areas where at least 75 percent of households currently lack such service, with priority given to the most disconnected regions and economically disadvantaged communities. Eligible applicants include state and local governments, tribal organizations, cooperatives, and private companies, though they must participate in federal internet affordability programs and complete their infrastructure within five years. The bill authorizes $650 million annually for fiscal years 2026 through 2030 for the main program, plus an additional $350 million annually for supplemental loans, with at least 3-5 percent of funds reserved for technical assistance to help rural organizations prepare applications and plan broadband deployment.
