The Ensuring Predictable and Reliable Water Deliveries Act of 2025 pressures Mexico to meet its water delivery obligations under a 1944 treaty governing the Colorado and Tijuana Rivers and Rio Grande. The bill requires the Secretary of State to report annually on whether Mexico delivered at least 350,000 acre-feet of water to the United States and assess Mexico's ability to meet its full treaty obligations. If Mexico fails to meet the minimum water delivery requirement, the President must deny Mexico's emergency water requests and can limit diplomatic engagement with Mexican economic sectors that depend on water from the United States or the Rio Grande tributaries—with the exception of efforts to counter drug trafficking. The bill allows emergency water requests only in rare cases certified by the Secretary of State as addressing ecological, environmental, or humanitarian emergencies vital to U.S. national interests, and such certifications must be renewed every 120 days.
