The Better Food Disclosure Act of 2025 requires food manufacturers and suppliers to notify the FDA about substances they use that are "generally recognized as safe" (GRAS), a category of food ingredients that previously did not require FDA approval. Starting two years after the law takes effect, any GRAS substance must be added to a new FDA-maintained public list or it will be considered unsafe for sale. Companies using GRAS substances already in commerce have two years to file notifications with the FDA, while companies introducing new GRAS substances must notify the FDA at least 120 days before use. The FDA has 180 days to review each notification and either add the substance to the list or propose excluding it; if the agency misses this deadline, the substance is automatically approved. The bill also creates a process for the FDA to reevaluate previously approved GRAS substances and other food additives based on new safety concerns, with decisions requiring review by FDA career scientists and public comment.
