This bill establishes a federal civil lawsuit right allowing minors who receive gender-transition procedures to sue pediatric gender clinics, medical practitioners, hospitals, and affiliated universities for bodily injury or mental health harm caused by these procedures. The bill defines gender-transition procedures to include puberty-blocking drugs, hormone treatments, and surgeries intended to align a person's body with their gender identity, with limited exceptions for individuals with certain intersex conditions and for treating complications or life-threatening medical emergencies. Any individual harmed by these procedures as a minor can file a lawsuit in federal or state court within 30 years of turning 18 and seek compensatory damages, punitive damages, and attorney's fees. The bill also prohibits all federal funding to pediatric gender clinics and affiliated institutions, as well as federal funding for any gender-transition procedures performed on minors. The law takes effect immediately upon enactment and applies retroactively to all procedures performed before or after the bill becomes law.
