The COACH Act directs the Small Business Administration (SBA) to create and publish a comprehensive resource guide for small businesses operating as child care providers within one year, with updates every five years thereafter. The guide will cover critical topics including business operations, finances, legal compliance, training and safety, and quality standards relevant to child care providers. Before publishing, the SBA must consult with the Department of Health and Human Services, state child care agencies, local resource organizations, and other relevant stakeholders. The resource guide must be published on the SBA website in English and the 10 most commonly spoken languages in the U.S., and distributed through SBA offices and partner organizations like women's business centers and small business development centers to reach child care providers with limited administrative capacity. This bill specifically targets helping small child care business owners navigate regulatory and operational challenges they face.
