119th (2025–2027)
S. 3162
This bill requires the Department of Defense to launch a two-year pilot program testing wastewater surveillance systems at four or more military installations to monitor drug use and detect infectious diseases among service members. The program must begin within 180 days of passage and establish at least one system focused on drug monitoring and one focused on infectious disease detection, using standardized technology and data systems across all participating bases. The pilot is designed to help the military improve force health protection and readiness by identifying substance use trends and disease prevalence. The bill directs the Secretary of Defense to use existing departmental resources to implement the program and requires a report to Congress within 90 days after the two-year pilot ends, including findings, recommendations for policy changes, and an assessment of the program's effectiveness.
