H.R. 3169, the SBIR/STTR Reauthorization Act of 2025, extends and strengthens two Small Business Administration programs that fund research and innovation at small companies. The bill removes expiration dates for these programs, gradually increases the percentage of federal research budgets dedicated to them from 3% to 7% by 2032, and expands support for underrepresented groups and technical assistance. Key enhancements include requiring federal agencies to offer Innovation Corps training to award recipients, establishing Technology Commercialization Officials to help bring technologies to market, increasing transparency through detailed reporting on research institutions and program outcomes, and streamlining the award process at the National Institutes of Health to approximately 90 days. The legislation also extends several pilot programs through 2030 while adding security restrictions to prevent venture capital or foreign-controlled firms from accessing certain awards.
