The UNLOCK Housing Act amends federal housing law to allow communities that receive federal housing funds to use those resources for constructing new residential housing affordable to low- and moderate-income people. The bill expands eligible uses of Community Development Block Grants, which go to metropolitan cities, urban counties, states, and tribal governments. Communities can now pursue this housing construction either independently or in partnership with nonprofit organizations. The legislation gives local governments more flexibility in how they spend existing federal housing assistance to address housing shortages and affordability challenges in their areas.
