The CIPZIP Act of 2025 creates a pilot program allowing the U.S. Postal Service to accept money or services from state, local, and tribal governments to help pay for ZIP Code boundary changes that would otherwise be too costly for the agency to implement. When the Postal Service denies a ZIP Code change request solely due to cost, it must notify the requesting government, provide a cost estimate, and give them at least 30 days to propose an agreement to cover those expenses—if they can fully defray the costs, the Postal Service must approve the request. The Postal Regulatory Commission will submit annual reports to Congress detailing how many requests have been received and approved, how many agreements were made, and what costs were covered. The pilot program runs for seven years from the date the bill becomes law, after which it automatically expires.
