The Good Government Act of 2025 prohibits Members of Congress and their spouses and dependent children from holding, purchasing, or selling most individual stocks, commodities, and similar financial investments while the member serves in Congress. Current members have 120 days from the bill's enactment (with possible extensions up to 180 days) to either sell these investments or place them in "qualified blind trusts" where they cannot see or control the holdings; new members must do the same within 120 days of taking office. The law exempts diversified mutual funds, Treasury securities, and spousal employment income from these restrictions. Members who fail to comply face monthly civil penalties equal to their annual congressional salary, must disgorge any profits from violations, and are subject to enforcement by Senate and House ethics committees, which will publicly report all penalties and compliance information. The Government Accountability Office will audit congressional compliance within two years of enactment.
