This bill expands the federal definition of "law enforcement officer" for retirement purposes to include additional federal employees whose jobs involve criminal investigation, apprehension, or law enforcement activities. The newly covered positions include Internal Revenue Service employees collecting delinquent taxes, United States Postal Inspection Service employees, Department of Veterans Affairs police officers, and certain U.S. Customs and Border Protection employees managing seized property. These employees will now qualify for more favorable federal retirement benefits under the Civil Service Retirement System and Federal Employees Retirement System. The bill applies to new hires immediately upon enactment and gives current employees in these positions up to five years to elect whether their prior service counts toward law enforcement retirement benefits, with the option to make catch-up contributions to cover the difference in retirement deductions. Agencies will pay their share of these catch-up contributions over a 10-year period, and affected employees will be protected from mandatory separation for three years after the law takes effect.
