The Stop the Importation and Manufacturing of Synthetic Analogues (SIMSA) Act of 2025 creates a new "Schedule A" category under federal drug law to regulate synthetic drug analogues—substances with chemical structures similar to existing controlled drugs that produce comparable or stronger effects on the brain. The Attorney General can temporarily place substances in Schedule A for up to 5 years based on predicted abuse potential, with permanent scheduling possible after at least 3 years unless the Health and Human Services Secretary determines abuse potential is too low. The bill protects ongoing research by allowing scientists already registered for Schedule I or II studies to continue Schedule A research for 30 days while submitting new registration applications, with expedited review timelines if needed. The law also extends import and export controls to Schedule A substances and allows individuals previously convicted under Schedule A penalties to request sentence reductions if those substances are later removed from the schedule.
