This bill strengthens the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs by focusing on helping small businesses get their federally-funded research to market more quickly. The legislation speeds up review timelines from one year to 180 days and requires peer reviewers to assess commercialization potential alongside scientific merit, with at least one reviewer having commercialization expertise. It increases funding support for technical and business assistance—raising the limit to $6,500 for Phase I projects and $50,000 for Phase II projects—and allows companies to use these funds to hire or train staff. The bill also requires each participating federal agency to designate a Technology Commercialization Official to guide award recipients toward commercialization and Phase III contracts, and it expands access to Innovation Corps (I-Corps) training programs. Finally, the legislation establishes annual reporting on commercialization outcomes and creates a prioritized patent examination program through the U.S. Patent and Trademark Office to help small businesses protect their intellectual property faster.
