The Dark and Quiet Skies Act of 2025 establishes a federally funded Center of Excellence dedicated to protecting scientific research from interference caused by satellites and other space activities. The center will work with satellite operators, astronomers, and federal agencies to develop voluntary best practices and mitigation techniques that reduce optical brightness and radio frequency interference with telescope observations and sky-based research. Eligible organizations to operate the center include universities, nonprofits, federal laboratories, Native entities, and observatories, selected through a competitive grant process. The legislation authorizes $20 million in funding over fiscal years 2026 through 2030, and requires the center to operate for five years while submitting annual progress reports to Congress on its effectiveness in achieving research coordination and interference reduction goals.
