S. 3262
S. 3262 requires the U.S. Secretary of Defense to work with NATO allies to develop a comprehensive strategy for defending against unmanned drones and deterring Russian aggression, particularly in NATO's eastern member countries like Poland, the Baltics, and Romania. The strategy must identify gaps in NATO's current air defense capabilities—such as the costly mismatch of using expensive weapons against cheap drones—and propose solutions using advanced technologies like artificial intelligence and microwave weapons over the next five years. The bill also calls for increasing production of affordable ammunition and rockets to counter drones more efficiently, and expanding NATO's manufacturing of low-cost drones in cooperation with Ukraine. The Defense Secretary must submit the strategy to Congress within 90 days of the bill's enactment and provide a progress report by March 2027, including any additional funding or policy changes needed to implement the plan.
