This bill establishes a federal grant program through the Department of Health and Human Services to help law enforcement agencies create or expand child care services tailored to police officers' irregular shift work and nontraditional hours. The program, administered through state "lead agencies," will award three-year grants to law enforcement agencies and consortiums to fund child care startup costs, provider training, facility construction, and financial assistance for officers' child care expenses. At least 20 percent of funds must go to smaller agencies employing fewer than 200 officers. The bill authorizes $24 million annually from 2026 through 2030, with a cap of $3 million per applicant, and requires recipients to provide matching funds ranging from 10 percent in year one to one-third by year three. The program includes oversight requirements, annual audits, and two separate studies to assess program effectiveness and identify unmet child care needs among other first responders, with the program scheduled to end September 30, 2030.
