S. 3317 directs the Government Accountability Office (GAO) to conduct a comprehensive review of all Environmental Protection Agency technical assistance programs related to clean water infrastructure within one year of the bill's enactment. The review will examine what assistance is available to states, tribes, local governments, and nonprofits; how the EPA selects and partners with technical assistance providers; whether programs duplicate services; and whether assistance helps communities access other water infrastructure funding. The bill particularly focuses on how well the EPA's Water Technical Assistance initiative (WaterTA) identifies and serves economically distressed communities and whether it coordinates effectively with other federal agencies. After completing the review, the GAO will submit findings and recommendations to Congress, and the EPA must then submit compliance plans to Congress within 90 days and annually for the following five years describing actions taken to address the recommendations.
