The Strategic Plan for Aging Act directs the federal government to award grants to states, Indian tribes, and tribal organizations to develop comprehensive, long-term plans addressing the needs of older Americans and people with disabilities. These "Multisector Plans for Aging" must be created through collaborative processes involving government agencies, aging and disability advocates, service providers, and affected communities, and must address at least ten key issues including housing, healthcare, economic security, long-term care, disaster preparedness, and social connection. The bill authorizes $6.5 million annually from fiscal year 2026 through 2030, with grants capped at $500,000 each and no more than 65 grants awarded over five years (with at least 10 reserved for tribal entities). Eligible entities must submit a developmental assessment within one year and a final implementation plan within two years, establish ongoing accountability measures, and commit to updating their plans every two years for a ten-year period.
