The Freedom to Heal Act of 2025 would allow physicians to obtain a special registration from the Attorney General to directly administer experimental Schedule I controlled substances (the most tightly restricted drug category) to terminally ill patients under the existing federal Right to Try law. To qualify, doctors would need to prove they're already licensed to handle controlled substances, have the drug manufacturer's agreement and supply commitment, comply with state law, and demonstrate relevant training or experience. The Attorney General would have 45 days to approve or reject applications, and physicians could request additional drug quantities with 30-day approval timelines. The bill requires the Attorney General to issue interim regulations within 240 days and final regulations within two years, establishing rules for drug delivery, storage, security, record-keeping, and preventing illegal diversion of these controlled substances.
