This bill requires the Department of Transportation to establish rules making airlines compensate passengers for flight cancellations and significant delays caused by the airline's own actions. Passengers would receive at least $300 in cash for delays over three hours but under six hours, and at least $600 for delays of six hours or more, plus free rebooking on another flight and reimbursement for meals, hotel lodging for overnight delays, and transportation to and from hotels. The bill directs the Transportation Department to create an advisory committee within 90 days to develop detailed recommendations, submit a report within 12 months, and then issue new rules—with temporary compensation rules taking effect within 18 months at a minimum of $750 per passenger. The legislation applies to both U.S. and foreign airlines operating in the U.S. and mirrors compensation systems already in place in Canada and Europe. Congress will receive progress updates every six months until final rules are adopted.
