The study must analyze the shift from traditional tactile controls to touchscreens, comparing how distracting these systems are relative to smartphone use, and must consider factors like road conditions and time of day. Within 24 months of starting the study, the Transportation Department must report findings to Congress and publish them publicly, followed by recommendations within two months on how to reduce traffic fatalities and improve federal data collection on technology-related distracted driving. The bill allows Congress and federal agencies to develop new rules or laws based on these findings but does not itself impose new regulations on vehicles or manufacturers.
